This classification specifically excludes lighting equipment designed for vehicles or other machinery, which fall under heading 8512. The core function of goods classified here is independent illumination, making them suitable for mobile or emergency use.

Unlike the broader machinery and mechanical appliances found in Section XVI or the diverse electrical equipment in Chapter 85, heading 8513 targets a very specific type of personal or portable lighting device.
